1. Acceptance and modification
These Terms form a binding agreement between you and the operators, contributors, editors, and hosts of Honne & Tatemae (collectively, the Operators). We may update these Terms at any time, with or without notice; continued use after changes constitutes acceptance. The version posted at the time of your use governs.
2. Eligibility
You must be of legal age to form a binding contract in your jurisdiction (and at least 16). You represent that all information you provide is accurate and that your use complies with all applicable laws, including export controls, sanctions, and local content regulations.
3. Nature of the site; no advice; no agency
Honne & Tatemae is an editorial and civic-record platform. Nothing on the site is legal, medical, financial, governmental, or professional advice. The Operators are not a government body, lobbying organization, law firm, or news agency, do not act on your behalf, do not transmit messages to officials for you, and make no representation that any content is accurate, current, complete, or fit for any particular purpose. All content is provided AS IS and AS AVAILABLE.
4. User submissions and license grant
You retain ownership of content you submit. You grant the Operators a worldwide, perpetual, irrevocable, royalty-free, sublicensable, transferable license to host, store, reproduce, modify, adapt, translate, excerpt, publish, display, distribute, archive, and create derivative works of your submissions, in any medium now known or later developed, for any purpose related to the operation, promotion, archival preservation, or editorial mission of the site. You waive any moral rights to the extent permitted by law. You represent and warrant that your submissions do not infringe any third-party rights and that you have all necessary rights and consents to grant this license.
5. Prohibited conduct
You will not: (a) post unlawful, defamatory, harassing, threatening, hateful, fraudulent, obscene, or infringing content; (b) dox, impersonate, or target any individual; (c) attempt to identify other anonymous users; (d) submit malware, exploit code, or spam; (e) scrape, crawl, or harvest the site beyond what robots.txt permits; (f) reverse engineer, decompile, or attempt to extract source code; (g) circumvent rate limits, moderation, authentication, or access controls; (h) use the site to plan or coordinate violence, illegal activity, or interference with elections or public officials; (i) misrepresent your jurisdiction or identity to evade applicable law.
6. Moderation and removal
The Operators may, at sole discretion and without notice or liability, edit, redact, refuse, remove, archive, or annotate any submission, suspend or terminate any account, restrict any feature, and cooperate with law enforcement. No editorial obligation is assumed by the act of moderation. Decisions are final.
7. Intellectual property
All site code, design, typography, logos, editorial copy, compilations, and trade dress are owned by or licensed to the Operators and protected by intellectual-property laws. You receive no rights to any Operator marks. Any unauthorized use is prohibited.
8. DMCA and rights complaints
Send takedown notices and counter-notices in compliance with 17 U.S.C. § 512 to the designated agent listed in the site footer or via the contact channel. Repeat infringers will be terminated. Submission of a false notice may subject you to liability.
9. Disclaimer of warranties
TO THE MAXIMUM EXTENT PERMITTED BY LAW, THE SITE AND ALL CONTENT ARE PROVIDED WITHOUT WARRANTY OF ANY KIND, EXPRESS, IMPLIED, OR STATUTORY, INCLUDING WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, NON-INFRINGEMENT, ACCURACY, AVAILABILITY, OR UNINTERRUPTED OPERATION. THE OPERATORS DO NOT WARRANT THAT DEFECTS WILL BE CORRECTED OR THAT THE SITE IS FREE OF HARMFUL COMPONENTS.
10. Limitation of liability
TO THE MAXIMUM EXTENT PERMITTED BY LAW, THE OPERATORS, THEIR AFFILIATES, OFFICERS, CONTRIBUTORS, AND AGENTS WILL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, PUNITIVE, OR EXEMPLARY DAMAGES, OR FOR LOST PROFITS, REVENUE, DATA, GOODWILL, OR REPUTATION, ARISING FROM OR RELATED TO YOUR USE OF THE SITE, REGARDLESS OF THE THEORY OF LIABILITY. AGGREGATE LIABILITY FOR ANY CLAIM SHALL NOT EXCEED ONE HUNDRED U.S. DOLLARS (US$100). Some jurisdictions do not allow these limits; in such cases liability is limited to the smallest amount permitted by law.
11. Indemnification
You will defend, indemnify, and hold harmless the Operators from and against any claim, demand, loss, liability, damage, or expense (including reasonable attorneys' fees) arising from or related to: (a) your submissions; (b) your use of the site; (c) your violation of these Terms; or (d) your violation of any law or third-party right.
12. Governing law; venue; class-action waiver
These Terms are governed by the laws of the State of Delaware, USA, without regard to conflict-of-laws principles. You and the Operators agree to the exclusive jurisdiction and venue of the state and federal courts located in Delaware for any dispute not subject to arbitration. YOU AGREE TO RESOLVE DISPUTES INDIVIDUALLY AND WAIVE ANY RIGHT TO PARTICIPATE IN A CLASS ACTION, CLASS ARBITRATION, OR REPRESENTATIVE PROCEEDING.
13. Binding arbitration
Any dispute that is not resolved informally within 30 days shall be resolved by final, binding, individual arbitration administered by JAMS under its Streamlined Arbitration Rules, seated in Delaware. The arbitrator, not any court, has exclusive authority to resolve disputes about the formation, scope, or enforceability of this clause. You may opt out by sending written notice within 30 days of first accepting these Terms.
14. Termination
We may suspend or terminate your access at any time, for any reason, with or without notice. Sections 4 through 12 and 14 through 16 survive termination.
15. Severability; entire agreement; no waiver
If any provision is held unenforceable, the remainder remains in effect and the provision shall be reformed to the minimum extent necessary. These Terms, together with the Privacy Policy and any policies referenced on the site, are the entire agreement and supersede all prior discussions. Failure to enforce any provision is not a waiver.
16. Anonymity is not absolute
While the site is designed to minimize identification of contributors, no online system is perfectly anonymous. You assume all risk of de-anonymization, including by lawful process, security incidents, or your own operational mistakes. The Operators disclaim liability for any consequences of reduced anonymity.

You remain in control of every message you choose to send. Letters, summaries, scripts, and civic tools on this site are provided to help citizens express their own views clearly and responsibly.
Our editorial and civic materials are created for public education, civic participation, and democratic accountability. Where AI-assisted tools are used to support drafting, organization, classification, or moderation, they are used as workflow support, not as a substitute for human judgment, editorial responsibility, or civic intent.
Do not submit confidential, classified, privileged, private, or personally identifying information. Public submissions may be moderated to protect the integrity, safety, and seriousness of the record.
The purpose of this platform is simple: to help citizens think clearly, speak honestly, and act before the future is decided without them.
